Impact and Outcome: The project’s impact for Bac Giang, Mong Cai and Sa Pa Towns is aligned with the Government’s Socio-Economic Development Strategy (2011-2020), i.e. economic, socio-cultural and environmental development in the three towns of Bac Giang, Mong Cai and Sa Pa improved, contributing to making Viet Nam a modern-oriented, industrial country by 2020. The project outcome will be improved urban services in Bac Giang, Mong Cai and Sapa town.

Outputs: Outputs of the project are: (i) strategic local economic development plans (SLEDPs) and Sa Pa Green City Action Plan (GCAP) developed; (ii) priority urban infrastructure investments implemented; (iii) institutional capacities for managing public investments strengthened; and (iv) community awareness on project activities and environmental sustainability improved.

The project includes: (i) five subprojects in Bac Giang, namely BG1: Tran Quang Khai Road; BG2: North Eastern Ring Road; BG3: Wastewater Collection and Pond Improvements; BG4: Stormwater Improvements; BG5: Wastewater Treatment Plant Extension; (ii) three subprojects in Mong Cai, namely such as MC1: Construction of Wastewater Treatment and Stormwater drainage system – East; MC2: Construction of Wastewater Treatment and Stormwater drainage system – West; MC3: River Bank Protection; (iii) three subprojects in Sa Pa, namely such as SP1: Wastewater and Drainage; SP2: Road 1 – Route 152; SP3: Town Center Enhancement.

Environmental Monitoring Report: Environmental Monitoring for the last 6 months of 2018 is prepared by the Project Implementation Support Consultant for the PMUs. This report addresses the following issues:

i) Project Implementation Progress

ii) Environmental management and monitoring framework

iii) Implementation status of the Environmental Management Plan

iv) Monitoring of environmental quality

v) Notice of non-compliance

vi) Conclusions and recommendations

  1. Overview     

As of September 30, 2018, the construction work performed at the site is not significant compared to the workload of the whole project. Up to this point, the value of work done in the project is estimated at about 15% of the total workload of the whole project. In particular, the rate of completion of the Bac Giang Subproject is about 6.7%, the Mong Cai Subproject is about 34.5% and the Lao Cai Subproject is about 8.95% compared to the overall progress. of the whole project.

The proportion of the value of workload and actual progress has been achieved for each work item of the project as follows: (i) Construction and installation of equipment accounts for 80.81% and the actual progress of this item has been completed at about 13.93%; (ii) Compensation and clearance works accounted for 5.30% and the actual progress of this item was about 99%; (iii) PISC consultancy service accounts for 1.46% and actual progress of this item is about 47%; (iv) independent consultant on resettlement accounts for 0.23% and actual progress of this item being completed at 0%; (v) The Green Sapa Green Action Plan Consultancy accounts for 1.14% and the actual progress of this project was 0%; (vi) Other types of consultancy services, project management and other expenses (using state budget) account for 11.05% and the actual progress of this item was about 60.16%.

  1. Overall project implementation progress:

Overall assessment of the progress of the project to date: most of the items of the project basically meet the requirements of the proposed plan. However, bidding and especially the selection of contractors is slower than planned so there is a potential risk that affects the overall progress of the project. Detailed design of the packages has been completed, except for package BG5 is being designed. On the other hand, in the process of construction, there have been some problems that need to be addressed. These are: (i) BG1 package: 500m of weak ground needs to be treated - Bac Giang PMU has submitted the plan to the provincial People's Committee for approval of design adjustment; Package BG3: necessary to find vacant land for road construction contractors in Soc Trang Lake, Tran Phu Ward; (ii) package SP2: Additional viaduct at Km7+500 to Km7+800 to overpass the creeping area in these sections. On 10/10/2018, Lao Cai PMU sent the document No. 405 / PMU-QLĐT to ADB to apply for addition of the viaduct to the investment item of the project; (iii) Package MC1 needs to advance the construction of the WWTP, packages MC1 and MC2 need to add connection and drainage items to maximize the performance and sustainability of the project.

Construction work in the field to date: (i) In Bac Giang, there are 3 packages BG1, BG2 and BG3 under construction with the completed workload of about 10%, 53% and 0% respectively; (ii) In Mong Cai, 3 packages of MC1, MC2 and MC3 are under construction with the completed workload of about 35%, 44% and 17.5%, respectively. (iii) In Lao Cai: SP2 is under construction with a completed workload of about 20%. SP3 is under construction with a completed workload of about 13% (including concrete components that have been fabricated but not installed by the contractor).

  1. Construction activities:

Up to this point the construction activities at site is only performed in (i) Bac Giang subproject, package BG1 and BG2 with work volume completed at 10% and 53.0% respectively; BG3: construction commenced on 28/9/2018 and site clearance is being carried out, Package BG4 is restoring design landmarks to hand over to the contractors (ii) Mong Cai subproject, package MC1, MC2 and MC3 with work volume completed at 35%, 44% and 17.5% respectively. (iii) in Lao Cai, packages SP2 and SP3 have reached 20% and 13% of the total respectively, site clearance and preparation for SP1 is underway.

BG1 and BG2 packages in Bac Giang Sub-project are continuing to execute the roads. Particularly BG1 has carried out the construction of the bridge’s abutments and piers, back-filling of road foundation and treatment of weak ground and installation of drainages. In BG2, the contractor has essentially completed the road foundation and is lining asphalt concrete and installing utilities, traffic signs and markings. In Package BG3 contractors are conducting ponds draining and dredging and auxiliary works. In BG4, PMU and design consultant are preparing the site to hand over to contractor.

MC1 and MC2 packages in the Mong Cai subproject are working on stormwater and sewage sewers, wastewater pumping stations, restoration of pavements and part of WWTP foundation. MC3 is carrying out excavation and construction of retaining walls.

Packages SP2 and SP3 in Lao Cai subproject: in SP2, the Contractor is constructing roadbed and culverts. In SP3, site activities, namely construction of sewers, utilities and partly restoration of pavements on 7/11 streets are underway starting 9/2018 (fabrication of concrete components nearly completed). Site clearance and preparation for SP1 is underway.
